For housing and communal services, and 2017 will be no exception. About how tariffs will rise and what else will rise in price, and what will become cheaper for residents of the Moscow region, read in the material of the portal site.

Electricity

At the end of 2016, the Committee on Prices and Tariffs of the Moscow Region adopted a resolution “On setting prices (tariffs) for electric energy for 2017 for the population of the Moscow Region”. So, from July 1, 2017, 1 kW / h of electricity will cost 5.04 rubles at a one-rate tariff, previously the cost of a kilowatt was 4.81 rubles. In houses with electric stoves, the new tariff will be 3.53 rubles per 1 kW / h, which is 16 kopecks higher than the old tariff.

Electricity consumers with a two-rate tariff, when the rate changes depending on the time of the day, will pay 5.80 rubles during the day and 2.09 rubles at night. Before the increase, tariffs were 5.53 rubles and 1.95 rubles, respectively. In houses with electric stoves, the cost of electricity will be as follows: in the daytime - 4.06 rubles instead of the previous 3.87 rubles, and at night 1.46 rubles instead of the previous 1.37 rubles.

In houses with electric stoves, the cost in the peak zone will be 4.59 rubles, in the semi-peak zone 3.53 rubles, at night 1.46 rubles. Previously, they paid respectively 4.38 rubles, 3.37 rubles and 1.37 rubles.

Water supply

In December 2016, the Committee on Prices and Tariffs of the Moscow Region issued an order “On Amending the Order of the Committee on Prices and Tariffs of the Moscow Region No. 163-R“ On Setting Tariffs in the Field of Cold Water Supply and Wastewater Disposal for JSC Mosvodokanal ”dated 18.12.2015 on the territory of the Moscow region for 2016-2018 ".

From July 1, 2017, a cubic meter of cold drinking water will cost 21.94 rubles, before the increase, its cost was 21.78 rubles. for wastewater disposal for residents of the Moscow region will increase from 17.51 to 17.68 rubles.

Gas supply

From July 1, 2017, the cost of a cubic meter of natural gas for residents of houses with an installed gas stove and centralized heating and hot water supply will be 6.14 rubles. In apartments with a gas water heater, the tariff will be 5.43 rubles.

New prices are set by the order of the Committee for Prices and Tariffs of the Moscow Region dated 20.06.2017 No. 99-r "On setting prices for natural gas sold to the population, as well as housing maintenance organizations, organizations that manage apartment buildings, housing construction cooperatives and owners' associations. housing for household needs of the population (except for gas for tenants of non-residential premises in residential buildings). "

Heating and hot water

Heating and hot water tariffs depend on the heat supplier.

According to the Committee on Prices and Tariffs of the Moscow Region, on average in the Moscow Region, tariffs for heating and hot water supply will grow by 10%. For example, the cost of supplying hot water to the population for clients of the Moscow United Energy Company will increase from 163.24 rubles / cubic meter. m up to 180.55 rubles / cubic meter m.

Transport

Suburban ticket prices will also rise. So, from July 1, the cost of travel in one zone in the Moscow region will increase by 1.5 rubles and will amount to 22 rubles per zone.

But there are some pleasant changes: from July 1, 2017, bus fares will decrease in urban districts. The changes will affect about 100 routes in Lukhovitsy, Pavlovsky Posad, Zaraisk, Naro-Fominsk, Stupin, Chekhov and Ruzsky urban district. Retail gas prices will also rise. In particular, if the apartment has a gas stove and centralized hot water supply, the tariff will be 6.40 rubles / cubic meter. m. Today, under the same conditions, it is 6.16 rubles per cubic meter. m, that is, the growth will be 3.9% ().

In addition, Muscovites will have to pay more for thermal energy. Tariffs depend on the resource supplying organization, respectively, the difference in prices will depend on a specific organization. For example, if the heat supply service is provided by Mosenergo, then the cost will be 1,747.47 rubles / Gcal. It is explained that this price is set for consumers connected to a heating network without additional conversion at heating points. Today, the tariff for heat production from the same organization is 1006.04 rubles / Gcal ().

The Russian government has made a proposal to increase the cost of housing and communal services, ensuring the functioning of buildings and creating safe and comfortable living, at the level of forecast inflation. The early forecast of a phased increase in the cost of housing and communal services did not come true, and now the increase in prices will be significantly higher in relation to objects of social infrastructure serving residents. However, for industrial facilities, the increase in tariffs will be insignificant.

Reasons for the increase in utility tariffs in 2017

According to the laws regulating the activities of housing and communal services, the cost of services should be subject to relative changes in inflation with the corresponding price index. If we take this into account, then we can say with complete confidence that the tariffs will change next year, since the government has already made an official forecast, according to which indexation can be carried out several times during the year, depending on the economic indicators of inflation.

The last change in tariffs for housing and communal services was the change in the cost of services to ensure the functioning of buildings and social infrastructure facilities to serve residents in July 2016. According to experts, this time it is necessary to be skeptical about the official information about the increase in tariffs, since the cost of housing and communal services may exceed the announced figures.

How much will the gas supply rise in price?

The cost of services for Russian citizens will almost double next year. This is much higher than the mark that the government of the Russian Federation voiced earlier. According to the published forecast, which contains trends and priorities, target indicators and indicators of the socio-economic development of the Russian Federation for three years, the increase in gas supply tariffs will be made within 3%. Compared to the same indicator for 2016, the difference will be more than 1%. It is noteworthy that utility services for industrial facilities will not be indexed as rapidly.

The construction of the May economic forecast based on economic and mathematical methods with observance of scenario conditions suggests that gradual positive changes in the Russian economy require an increase in gas prices in three stages:

 • First step. Will be implemented from July 2017. The cost of gas supply to residential premises will grow by 3%.
 • Second phase. Will be implemented from July 2018. Gas cost will be 2.4%.
 • Stage three. Will be implemented from July 2019. The gas price will be 2.1%.

It should be noted that in 2016 the maximum growth in the cost of gas supply, according to government forecasts, did not exceed 2%.

How much will the utility sector rise in price?

Despite the previous forecasts of the Russian government about a sharp increase in public spending on the consumption of utilities and housing and communal services in 2017, the process of rising tariffs will take place with some mitigating effects. In particular, the Ministry of Economic Development promised maximum change indices by the middle of 2017 to 4-5%, by next year to 4.3% and by 2019 to 4% exactly. However, in the opinion of the heads of government bodies, due to the unfavorable conditions of the financial and economic condition of enterprises in this sector, the most correct solution to the phased implementation of the plan would be to increase the system of rates of payment for inflation.

The system of payments for the consumption of utility resources in general, and the operation of boiler houses and CHPPs in particular (which account for almost a third of the total amount of payments by Russians for utility services) will increase significantly next year. It is assumed that the annual growth will be about 1 pp. And if earlier the percentage of 4.1% was expected, today experts predict that this figure will be at least 4.7% next year, with a subsequent change to 4.4% and 4.1%.

It is worth noting that the tariffs for supplying water to consumers of apartment buildings in the required quantity and you, in accordance with the target indicators, will significantly decrease compared to the previous planning by an average of 1.6%. According to the chairman of RAVVV Elena Dovlatova, one should not expect a larger increase in prices for housing and communal services, since already now the burden on the country's citizens is extreme. In addition, a quarter of Russia's population is of the opinion that it is not necessary to pay for water at all. And taking into account the current state of tariffs, it will be practically impossible to update outdated housing and communal services facilities, to bring them in accordance with new requirements and norms, technical conditions and quality indicators. According to the director of the Russian Association for Water Supply and Sanitation, more than 80% of housing and communal services enterprises do not make a profit and operate at a loss. Therefore, in order to talk about any modernization, it is necessary either to raise tariffs again, or to reduce most of the current costs.

How much will electricity cost?

In 2017, the government intends to conduct a large-scale indexation of utility services for electricity, taking into account inflation. But unlike other sectors, analysts are promising moderate price increases. According to the government's official statement on socio-economic development, starting next year and before the expiration of the planned three-year period, the cost of housing and communal services for electricity should not exceed the maximum predicted inflation threshold. So, from July 2017, the indicators of price growth in the retail market will be at the level of 7.1%; in 2018 below 6%; in 2019 - 5.4% (average).

Overhaul services will also become a separate expense item in 2017. It is likely that in the future, the payment for it will be collected not only from homeowners, but also from tenants of residential premises in an apartment building under a social rental agreement. According to the deputies of the State Duma, to date, the corresponding order of the Ministry of Construction and Housing and Communal Services of the Russian Federation has already been approved, containing the main provisions and recommendations on the size of the cost of capital repair services for social hiring. In other words, the owner of a living space can shift responsibilities in this area of housing and communal services to a social tenant.

According to the latest media reports, the Russian government has approved an increase in tariffs for next year, so that in 2017, can be found out today. It is worth recalling that today a certain law was observed in the country, under the influence of which the increase in the cost of services Utilities was slightly higher than the growth of wages, and this year the authorities will try to change this pattern and improve the lives of Russians.

In the future, a serious increase in utility tariffs is expected and this news is not a secret for anyone today, but most of all people are worried about how much they will have to pay for their own apartment today. There is information that the rent will increase by about by 8%, but there are also experts who rightly believe that utility bills will gradually stop growing. The nuance, however, in this case will be that the number of companies that provide services will decrease. Utilities, but it will be possible to cope with this news.

Accurately answer the question ofwill there be an increase in rent in 2017, it will be possible to say only at the beginning of the year, because the authorities are still hesitating to make this decision. However, most likely, it will not be possible to avoid the development of this situation, because most of the country's energy resources are currently being used inefficiently, as a result of which the authorities incur losses and try to cover them by increasing payments from the population.

What can you expect?

It has already been said above that utility bills for an apartment will rise in price by about 8%, but if we consider it more specifically, then in general, the increase in utility rates will reach about 15%, which will be broken down into categories:

 • for hot water you will need to pay 12% more;
 • and the cold, in turn, will rise in price by about 17%;
 • electricity will become more expensive by 10%, and heating - by 11%;
 • at the same time, housing repairs will also be quite expensive (by 20%).

Discussingrise in rent in 2017 it is worth paying attention to the fact that this indicator depends on additional factors, because when calculating the payment, it is imperative to take into account the general squaring of housing (very often utilities try to include additional premises in the payment, then the cost of the service goes higher) and payment for repairs. An apartment building involves the payment of monthly receipts, the funds for which are subsequently spent to pay for the repair of common property or used in case of emergencies.

Frankly speaking,increase in rent in 2017 is an already resolved issue, because the country today is in the position that it cannot afford to reduce the cost of services provided to the population, because with the help of their payment and tax increases, the state treasury is filled, which was previously filled with taxes from the sale of oil. It is worth, however, to understand two important acts - there will definitely not be a sharp jump in the increase in the cost of rent, because this can cause panic and in each region the tariff growth will be individual.

Percentage increase

Discussing somethinghow much will the rent increase in 2017, experts pay particular attention to the fact that in different regions the percentage of rise in the cost of utility bills will be different, and most noticeable, where they will increase by 7%. The "second" place will rightfully be taken by the second Russian "capital" - St. Petersburg, where the rise in price will reach 6%, and approximately the same coefficient will be observed in Yakutia and Kamchatka. It is noteworthy that the smallest increase in tariffs will be recorded in Chukotka and Sakhalin (about 3-4%), but the level of wages in these regions will also be much lower.

Russians are especially worried about the increase in the cost of electricity, which occurs at least twice a year, and today this issue causes strong bewilderment among the residents of the Russian Federation, in connection with which they come with similar questions to the president. The situation is further complicated by the fact that inflation and indexation over the past few years have not coincided with each other, so utilities are becoming more expensive, while wages remain unchanged. and, unfortunately, today the government of the country is not able to change the current situation. Official data indicate that inflation will remain at 8% and the growth of utilities will remain at about the same level, while in fact inflation may exceed the established indicator (in fact, this is how everything has developed over the past two years).

Experts believe that it is not recommended to assess the need for a rise in the price of communal services throughout the country, because in each subject the index will be selected independently, respectively, it is difficult to say whether people will be able to pay their bills, provided that last year's wages remain unchanged. It remains only to follow the developing information and hope that the authorities will keep the situation under control.
