1. The structure of the course work
The structure of the course work should include the following main elements:
1) work plan;
2) an introduction, which substantiates the relevance and scientific novelty of the chosen topic, estimates the degree of its research in the scientific legal literature. The main part of the work, which should be subdivided into chapters (and, if necessary, into paragraphs);
3) a conclusion containing a brief summary of the research results;
4) applications to work:
list of used literature;
a list of regulatory legal acts (in the sequence indicated below);
• materials of judicial and other law enforcement practice;
other documents used in the work.
2. Preparation of term paper
2.1. The course work begins with drawing up a plan that determines the structure, content of the work and the main directions of research on the topic. The course work plan is agreed with the supervisor.
2.2. Research on the chosen topic begins with a detailed study of the legal and, if necessary, other special literature recommended by the scientific adviser, as well as the student's independent work with the library funds. A prerequisite is the selection and study of the necessary regulatory legal acts and law enforcement practice. At this stage, the student can compile lists of regulatory legal acts, materials of judicial practice and used literature, which are also recommended to be discussed with the scientific advisor.
2.3. When working on the main text of the course work, it is advisable to draw up a more detailed and detailed work plan for chapters (paragraphs) on the basis of the plan agreed with the supervisor, which will allow you to correctly and consistently build the study, cover all the necessary questions, and avoid repetitions in the text.
2.4. It is recommended to write the introduction at the stage of completing work on the main text, since by this moment the author already gets a clear idea of \u200b\u200bthe problem he is researching and can briefly and reasonably substantiate the relevance and scientific novelty of his work.
2.5. The use of normative legal acts does not mean the mechanical transfer of their texts into the course work. Verbatim reproduction of individual norms and articles of laws and other normative legal acts in the course work is permissible in cases where it is necessary to substantiate the ideas, assumptions, conclusions formulated by the author, to clarify certain concepts, the legitimate definitions of which are contained in the legislation. In these cases, in the text of the work and (or) in the footnotes, references should be made to the relevant regulatory legal acts.
2.6. The use of scientific, scientific and practical, educational works (monographs, textbooks, legislative comments, dissertations and abstracts of dissertations, scientific articles, abstracts, etc.) when writing a term paper must be accompanied by links to relevant sources. Borrowing someone else's text (including the text of a textbook) without appropriate links is considered as a student's bad faith and is the basis for a decrease in the grade for completing the course work or for its unsatisfactory assessment.
3. Registration of term paper
3.1. The work is presented in the form of a printout from a computer, placed in a special folder (or folder - "file").
3.2. The recommended amount of term paper is 20 pages of text on A4 sheets. The text is executed in 14 font, 2 spacing, 28-29 lines per page, including footnotes, leaving margins: top and bottom - 25 mm each; left - 30 mm; on the right - 10 mm.
3.3. Course work begins with a title page, drawn up in accordance with the sample (p. 153 of the Reference). The page numbering in the work should be continuous. It starts with a title page (not numbered) and ends with the last page, including annexes.
3.4. Footnotes are printed on the pages to which they refer and are numbered by page.
3.5. Each section of the work (introduction, chapters, conclusion, each of the appendices) should be started on a new page and provided with a heading. Headings are written in capital letters and in bold.
3.6. Lists of regulatory legal acts are drawn up in the following sequence:
1) federal laws;
2) international treaties and other international documents;
3) decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation, regulations of federal executive bodies;
4) laws and other regulatory legal acts of subjects Russian Federation... Within each of the lists, it is necessary to adhere to the chronological sequence.
3.7. The list of used literature consists of:
a) a list of books (monographs, textbooks, collections of scientific papers, dictionaries, abstracts of dissertations, etc.);
b) a list of scientific articles in journals and other periodicals. These lists are compiled in alphabetical order.
3.8. The completed coursework is signed by the student on the last page, submitted to the course inspector and then, with the inspector's mark, is submitted to the department by March 31 of the current academic year.
3.9. The presented term papers are registered in the journal of the department and transferred to the supervisor.
4. Defense of term paper
4.1. The supervisor gets acquainted with the presented course work and assesses it in the following positions:
1) compliance of the work performed with the chosen topic;
2) completeness of reflection of scientific literature, current legislation and practice of its application;
3) language and style of work;
4) the validity of the conclusions made in the work;
5) proper design of term paper.
4.2. In the event that the course work does not meet the established requirements in terms of reflecting the current legislation, scientific literature, paper design, the supervisor has the right to state his comments and return the work to the student for revision and taking into account the comments, setting the time frame for its re-submission.
4.3. The date of defense of the course work is determined by the scientific advisor.
4.4. The defense of a term paper can be carried out in the form of an oral interview with a scientific adviser, a report at a scientific conference or a meeting of a scientific student circle, in other forms determined by the scientific advisor.
4.5. The defense of the term paper, as a rule, includes a short message from the author of the work, substantiating the relevance of the research undertaken, its main conclusions, argumentation of the stated position, as well as answers to questions on the topic of the term paper.
4.6. The assessment of the course work is determined by the supervisor, taking into account its compliance with the requirements and the results of the defense. The mark is put down in the record book and in a separate statement.
4.7. Students who have not completed their coursework or received unsatisfactory grades are not allowed to take the next exams.

1. General Provisions
1.1. This regulation has been developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", the Procedure for the organization and implementation of educational activities for educational programs of higher education, bachelor's programs, specialty programs, master's programs, approved by order of the Ministry of Education and Science of Russia dated December 19, 2013 No. 1367, State educational standards of higher professional education in specialties and areas of training of higher professional education and educational standards approved by the Lomonosov Moscow State University.
1.2. During the period of study, the student of the faculty government controlled Moscow State University named after M.V. Lomonosov, studying by programs undergraduatemust complete three coursework (in the first, second and third courses), studying according to the programs magistracy- one term paper (in the first year).
1.3. First year term papers undergraduateare prepared within the framework of one of the pro-seminars on the profile disciplines of the curriculum of the corresponding direction of training (State and Municipal Administration, Personnel Management, Management, Political Science) under the guidance of teachers leading the seminars.
Term papers in the second, third years undergraduateand first year marinstitutions are prepared within the framework of special seminars at leading departments under the guidance of scientific leaders.
1.4. Course work is intended:
- to develop students' skills in research and design work, the ability to correctly express and argue their position;
- to deepen theoretical and practical knowledge in the chosen specialty;
- to develop skills in working with sources (documents), scientific literature, knowledge of the scientific apparatus;
- for teaching the norms of scientific ethics;
- to control the level of professional training.
- for collecting and analyzing materials for future thesis or master's thesis.
1.5. Depending on the course and the level of study, scientific supervisors impose differentiated requirements on the work of students: from mastering the basic literature on the topic for second-year undergraduate students to preparing an independent study, which should become part of a master's thesis.
2. Selection and approval of coursework topics, appointment of scientific advisers
2.1. Undergraduate
No later than September 20, second and third year students must apply to the departments of the faculty with a statement on the choice of the topic of the course work and the definition of the scientific advisor (Appendix 1).
The term paper application must contain the following information:
- surname, name, patronymic of the student, number of the academic group;
- the name of the leading department;
- preliminary formulation of the topic of the course work in Russian and English;
- surname, initials of the alleged supervisor.
The wording of the topics of term papers and the candidatures of scientific advisers are considered and approved at the meetings of the relevant departments no later than October 1st. Lists of approved coursework topics indicating the candidates for scientific advisers are sent by the heads of departments to the head of the educational department no later than October 15 (in printed and electronic form in accordance with Appendix 2).
2.2. Themes of coursework of undergraduate students are considered by the Methodical Council of the faculty and approved by the order of the dean.
2.3. Master's degree
First-year graduate students must submit an application to the magistracy department to select a department for the preparation of their term paper before October 1.
The graduate student's coursework is part of the study, which ends in the second year with the writing and defense of a master's thesis. The topics of graduate students' coursework should correspond to the topics of the master's programs in which the students are trained.
Themes of term papers and nominations for scientific advisers must be considered and approved at meetings of departments until October 20.
Lists of approved coursework topics with the names of scientific advisers are sent by the heads of departments to the magistracy department no later than October 25.
2.4. Themes of coursework of graduate students are considered by the Methodological Council of the faculty and approved by the order of the dean.
2.5. In order to carry out quality control of the learning process, the number of term papers that can be simultaneously supervised by a professor, associate professor, teacher, research assistant of the leading department (candidate / doctor of sciences) is limited to 10.
3. Preparation of term papers
3.1. St ydent shouldyensystematically work on the topic chosen for independent research, regularly meet with the supervisor for advice and discussion of issues related to his scientific work. The student is obliged to prepare and submit term papers within the time limits established by the department and the dean's office.
3.2. Scientific supervisorspruce term papers (candida lnlreportop sciences) shouldhelp the student in the selection of literature, drawing up a plan and determining the stages of research, in mastering the skills of working with sources and literature. The supervisor is obliged to constantly monitor the student's independent work, provide advice on the topic, evaluate and correct the content and form of the course research texts presented by the student.
4. Registration of term papers
4.1. The work is presented on sheets of A4 white paper (210 * 297 mm). The text is printed on one side of the sheet in Times New Roman font, 1.5 spacing, the indent of the first line of the paragraph is 1.25 cm, margins: top and bottom - 20 mm, right 15 mm, left 30 mm. The main text is printed in 14 point size, footnotes - 12 point size. Alignment of paragraphs in body text and footnotes - in width. The text color is black. Footnotes are paginated. Page numbering is continuous, in Arabic numerals, the number is placed at the top center of each page except for the title page.

4.3. Mandatory elements of the course work are:
- title page;
- table of contents (content);
- introduction;
- main text (chapters, sections, paragraphs);
- conclusion;
- list of used sources and literature (bibliography). The title page is drawn up in accordance with Appendix 3.
5. Submission and evaluation of term papers
5.1. Studentsubmits a copy of the course work signed by him and endorsed by the scientific supervisor to the department no later than April 30, and also sends the text of the course work to e-mail scientific advisor and head of the leading department.
5.2. Coursework submission by student is registered laboratory assistantefirewood in a special journal, which indicates the surname and name of the student, the course, the topic of the work, the surname of the supervisor, the date of presentation of the work, the date of its transfer to the supervisor. After checking the term paper by the supervisor, the journal marks the date of his signing a review of the work and its assessment.
5.3. If the course work is not submitted on time without a valid reason, the student is not admitted to the spring session.
5.4. When giving a gradefor term paper are taken into account:
- independence of work;
- knowledge of the history and theory of the issue under study;
- skills in collecting and processing information;
- informational richness of work (breadth of data used, their relevance);
- skills in scientific analysis of sources and literatures;
- the quality of the work structure (consistency, adequacy to the set goals);
- literacy of writing;
- accuracy and literacy of design, ability to work with the scientific apparatus;
- compliance with the norms of scientific ethics.
5.5. The grade for the term paper is exposed scientificnth leaderem to the grade book and statement after submitting the review.
5.6. A student who fails to submit a term paper on time without a valid excuse receives an “unsatisfactory” grade.
A student who has received an unsatisfactory grade for his coursework can submit the coursework within the period set for retaking exams and summer session credits.
6. Feedback on term paper
6.1. Scientificnth leaderbsubmits to the department a review of the course work. Feedback scientificallyrabout headabout the course work is compiled in any form and communicated to the student. In the review scientific directorindicates the grade ("unsatisfactory" / "satisfactory" / "good" / "excellent").
6.2. A detailed written opinion of the supervisor with an assessment of the student's coursework (1 copy) is submitted to the educational department of the faculty or the department of magistracy (respectively) no later than May 15.
6.3. Compliance with the established deadlines for the submission of reviews by scientific leaders is ensured by the heads of departments. If it is impossible to submit a review of the course work by the supervisor, the review must be submitted by the head of the department.
6.4. Feedback and coursework are stored at the faculty throughout the student's course.
6.5. In order to increase the scientific and theoretical level of coursework of third-year undergraduate and graduate students, it is possible to defend them at the department (or sectional group) with the appointment of opponents from among the members of the department and with the involvement of graduate students.
6.6. The decision of the department to defend term papers must be communicated to the students of the respective courses no later than December 30th. To discuss coursework, the department can organize student conferences, thematic round tables and other events.
6.7. If the department makes a decision to organize the defense of term papers, students submit term papers and a written opinion of the supervisor to the department no later than the 15th day. The defense of term papers must be carried out before May 15th.
