Today they are actively developing their databases - the first lists should be formed by February 1, 2019 and approved by February 8, 2019 by the decision of the relevant executive committee (local administration).

No later than February 10, 2019, the commissions must inform citizens that they are included in the list.

What can the commission do

The main task of the commissions is to coordinate the work on the implementation of the norms of Lukashenko's decree of 02.04.2015 No. 3 "On promoting employment of the population" (hereinafter - the Decree). This resonant document, the so-called "decree on parasites", was revised at the beginning of this year (Lukashenka's decree No. 1 of 25.01.2018).

The commissions may include deputies, specialists from bodies for labor, employment and social protection, housing and communal services, internal affairs, other divisions of the district (city) executive committee (local administration), representatives of republican state-public associations, and other public associations.

Members of the commissions work on a voluntary basis and do not receive remuneration for their activities.

Commissions have the right:

- to exempt fully / partially able-bodied citizens not employed in the economy from paying for services with reimbursement of costs in connection with being in a difficult life situation according to their applications, or to refuse such exemption;

- to send able-bodied non-working citizens to the bodies for labor, employment and social protection to assist them in finding a job;

- make decisions on the need to send able-bodied non-working citizens leading an asocial lifestyle to medical and labor dispensaries, etc.

How to view the list

The unemployed are also employed

Citizens who are registered as unemployed and do not violate the legislation on employment of the population (in particular, Articles 9-1, 23 and 25 of the Law "On Employment of the Population of the Republic of Belarus", hereinafter referred to as the Law) will not be included in the database.

If, in accordance with the legislation on employment, citizens cannot be registered as unemployed, but are actively looking for a place of work, then upon receipt from them of an Application for full or partial exemption from payment for services with reimbursement of costs, their situation will be regarded as a difficult life situation.

At the same time, the lack of employment opportunities must be confirmed by the labor, employment and social protection authority.

For the purposes of the Decree, a difficult life situation is understood as an objective circumstance (their totality), independent of the citizen, which he cannot overcome due to the available opportunities.

The application form was approved by the Resolution of the Council of Ministers of 31.03.2018 No. 240. It is necessary to attach documents confirming the reason for being in a difficult life situation.

The Commission independently decides, taking into account the specific situation of the citizen, to exempt him from paying for all utilities provided at prices (tariffs) that ensure full reimbursement of the costs of their provision, or only from a separate specific service.

If the unemployed for a long time select a vacancy, when refusing a suitable job and in other emergency situations, commissions must take into account individual circumstances.

In all cases of violation by the unemployed of his obligations under the Law, he falls into the database.

In particular, a “pass” to the list is failure to appear at the mark on the set day within a month, absenteeism for an unreasonable reason, failure to meet the norm of paid public works, etc.

Anyone who works at least 1 day in a quarter is recognized as employed in the economy.For example, if a person worked 3 days in January, quit and did not find a job until the second quarter; then he worked 1 day in April and did not find a job until the third quarter, and so during the year, he will be classified as employed in the economy.

Abroad will respond

Commissions are faced with situations when the actual location of citizens is difficult to find out, but according to relatives and neighbors, they are (live) in another region, abroad. If the fact of employment of these citizens is not confirmed, they will be classified as able-bodied citizens not employed in the economy.

Those working in the representations of international organizations in the Republic of Belarus, diplomatic missions and consular offices of foreign states accredited in the Republic of Belarus are classified as employed in the economy. To confirm this fact, you must contact the commission at the place of registration and submit the relevant documents.

Those working abroad are recognized as employed when they apply to the commission with a supporting document - an agreement (contract) with a foreign employer, other documents confirming employment. Documents must be submitted with an official translation into Russian or Belarusian, an apostille for the countries that signed the Hague Convention, or consular legalization.

A citizen is recognized as employed for the period of validity of the agreement (contract), other document, but not more than 1 calendar year (from the date of conclusion).

For students studying abroad, supporting documents are: a certificate from an educational institution, an agreement for the provision of educational services, other documents confirming the fact of training.

They must also be submitted with an official translation into Russian or Belarusian, certified by an apostille or consular legalization. A citizen is recognized as employed for the period for which the document was issued, but not more than 1 academic year.

The provisions of the Decree apply to citizens of Belarus, regardless of their actual place of residence. Information confirming employment can be submitted to the commission in person or by postal service, incl. to the address email commission.

It must be clearly understood that full reimbursement of costs for housing and communal services threatens only the payers of housing and communal services included in the list.

In accordance with the Resolution of the Council of Ministers of June 12, 2014 No. 571, the payer of housing and communal services is the owner, tenant or tenant of a residential premises, members of an organization of developers, a shareholder who has entered into a shared construction agreement, a lessee, etc.

At the same time, if an able-bodied citizen who is not employed in the economy is registered together with the payer of housing and communal services, then payment will be calculated based on whether the payer of housing and communal services is employed in the economy.

If the payer is employed in the economy, payment will be made according to the generally established procedure with subsidies. If the payer is not employed in the economy, utility bills will be charged at the full rate for the payer of housing and communal services and the able-bodied citizen registered with him who is not employed in the economy.

At tariffs that provide full reimbursement of economically justified costs of providing utilities, citizens who are not employed in the economy will, from January 1, 2019, reimburse hot water supply, as well as from October 1, 2019 - gas supply (if individual gas heating devices are available) and heat supply.

Since December 1, a database of people not employed in the economy has become available on the Single portal of electronic services. Every resident of the country can check if he is on the lists. To do this, you need to apply to the "one window" service at your place of residence with your passport, they will give you a login and password. How to confirm employment abroad

Who are the parasites and who are not?

The employed population includes those working under contract and under civil law contracts, individual entrepreneurs, lawyers, notaries, artisans, as well as those involved in agritourism. Those who pay a single tax, creative workers, clergymen, military personnel, the official unemployed, members of national and national teams in sports, and full-time students are also not considered parasites.

Those who bring up children under 7 years old, a disabled child under 18 years old, three or more minor children will not be included in the database.

Employed in the economy are also considered those who are engaged in the production of crop products (with the exception of floriculture products, ornamental plants, their seeds and seedlings), livestock (with the exception of the cities of Brest, Vitebsk, Gomel, Grodno, Minsk, Mogilev) on a land plot provided for running a personal subsidiary farm, running a peasant (farm) economy, building and maintaining a residential house. Which of the parasites and how much can they be exempted from full payment for housing and communal services

Those parasites who find themselves in a difficult life situation can be completely or partially exempted from paying for utility services at economically justified tariffs. For this, an approximate list of these difficult life situations.

A difficult life situation also includes caring for a disabled family member (spouse, parents, adult children, siblings, grandfathers, grandmothers, etc.) or a relative who lives in the same settlement with someone who is not employed in the economy.

Among other reasons why commissions can exempt from full payment are harm to life, health, property as a result of natural disasters, catastrophes, fires and other emergencies, circumstances of force majeure. To do this, you need to provide, for example, a certificate from the Ministry of Emergency Situations, an insurance company.

What should those who study or work abroad do?

By February 1 next year, the first lists of able-bodied citizens not employed in the economy will be formed in Belarus. There can also be Belarusians who live, work and study abroad, if they do not provide the necessary documents.

For Belarusians who work or study on a full-time basis abroad, take and submit documents that can confirm their activities to the permanent commission for coordinating work to promote employment of the population at the place of their registration.

How much will the fat of parasites grow

Those who do not confirm employment will have to pay full tariffs for hot water supply from January 1 of the next year, and gas and heat supply from October 1 next year. That is, in a year - in November 2019 - dependents who have housing will receive "full" fat allowances.

So, if the owner of the kopeck piece is a parasite, and two more non-parasites are registered with him, then he pays a third for heating, water heating and gas supply at economically justified tariffs. The remaining two-thirds of the communal flat will be paid at subsidized rates for the registered non-parasites in the apartment.

In the Minsk "odnushka" of 37.8 square meters, in which one person is registered, fattening in October was 29.47 rubles. You need to pay 2.28 rubles for hot water supply, and 5.98 rubles for heating. If these services were considered at full rates, then the amounts would be 10.95 rubles and 28.78 rubles, respectively.

That is, if only one parasite lives in a 37.8-square-meter "odnushka" who is at the same time the owner of the home, then the total fat will grow by 31.47 rubles to 60.94 rubles. Moreover, in colder months than the current October, more funds will be spent on heating.

How do the authorities collect data on people employed in the economy?

To form the base of the population not employed in the economy, the authorities have a special electronic service - in online mode, transmit data on the population employed in the economy. The electronic service is provided free of charge, it can be used by both government agencies and other organizations that will have to submit data on people employed in the economy. Individuals do not need to provide data on their employment through the program.

Is it possible to appeal the decision of the commission?

An appeal against decisions by the commission for coordinating work to promote employment of the population is possible in accordance with the legislation on administrative procedures.

Will the state make money on parasites?

The authorities say that the purpose of the decree is not to supplement budget revenues, but to promote employment for the population in finding employment. “To reach every person, to offer employment or retraining services,” the officials note.
