The current tariff, operators promise, will increase minimally - by about thirty rubles. However, officials of the Ministry of Communications do not like such prospects. MTS Mass Market Marketing Director Vyacheslav Nikolaev explains the abolition of fees for incoming calls in domestic roaming by the fact that the demand for this service and its importance for operators in terms of income have increased. Since the beginning of 2014, the monthly growth of traffic, primarily voice, in domestic roaming has been up to 10%, he says. Tariff options with free incoming calls in domestic roaming are also available from such operators as VimpelCom, Megafon and Tele2. However, competitors' options almost always include daily subscription fee for the opportunity to receive free incoming calls, while their connection is paid, notes Mobile Research Group analyst Sergei Potresov. Thus, according to the standard tariff, a minute of an incoming call in domestic roaming from VimpelCom costs 9.95 rubles, from Megafon - 9.99 rubles, from Tele2 - 5 rubles. A significant part of the package tariff plans, used by almost every fifth VimpelCom cellular subscriber, provides for free incoming calls in intranet roaming, as well as a certain limit of free minutes for outgoing calls, says Anna Aibasheva, a representative of the operator. Operator representatives interviewed by Vedomosti do not disclose revenue from domestic roaming. Analysts interviewed by Vedomosti agree that these incomes are small. According to iKS-Consulting CEO Maxim Savvatin, this is 1-2% of the revenue of each of the Big Three cellular companies; Telecom Daily CEO Denis Kuskov also says that this is less than 2%.

MTS's revenue from international roaming in 2014 amounted to approximately 8.3% of the operator's revenue, according to its 20-F filing with the US Securities and Exchange Commission. VimpelCom and Megafon do not disclose data on income from international roaming, but analysts previously surveyed by Vedomosti said that this is no more than 2-3%, depending on the operator. But income from international roaming will fall in 2015: as data from Rosstat and Rostourism show, from January to April 2014, month-on-month, the number of Russians traveling abroad decreased by 30%, notes Kuskov. But the number of trips within Russia increased by 25%, he claims, citing his own data.

AC&M-Consulting partner Anton Pogrebinsky believes that MTS zeroing out fees for incoming calls in domestic roaming should encourage subscribers to use more of the operator’s services in general.
